At first glance, personally, (in being faithful to reducing debt), it seems like Duke might be a great choice - I assume that it is cheaper to live in Duke than NYC and DC.

Literally all you've given us is schools and scholarships. idk what kind of input you expect here? No one is going to tell you to pay more at GULC than Duke without some very specific DC goals, which, if you have, you haven't told us. 65k at NYU still puts you well over 200k in the hole, which might not be an objectively bad outcome, but when you have your Duke offer it seems like an unnecessary one. Although, again, there are definitely some situations where NYU is probably the right choice.

without more info, I cannot imagine anyone saying anything other than Duke (or retake, maybe. I'm saying Duke, though).
